Introduction
The Phase II Storm Water Rule, issued by the U.S. Environmental Protection Agency (USEPA), required municipalities and other public bodies that operate a separate storm water drainage system within a U.S. Census-defined Urbanized Boundary to obtain a stormwater permit by March 2003. This permit program affects over 170 communities in Southeast Michigan and is administered by the Michigan Department of Environmental Quality (MDEQ).
This website was developed by the Southeast Michigan Council of Governments (SEMCOG) and the Clinton River Watershed Council to provide communities and other interested parties with a central clearinghouse for information about the stormwater regulations.

- Clinton River Subwatershed Webpages Now Available
Communities in the Clinton River watershed have partnered with the Clinton River Watershed Council to create a public education and outreach program. As part of this effort, webpages have been created for each of the seven Clinton River subwatersheds. As these pages grow, they will offer information about the subwatersheds and the watershed planning process, provide an opportunity to comment on planning documents, and offer chances to get involved in education and stewardship opportunities such as Adopt-A-Stream.

Guidance for public entities such as school districts, which must decide whether to apply for their own Phase II permit or join a municipal permit, is available here, including a model interagency agreement.

With the assistance of organizations across Southeast Michigan, SEMCOG has created a searchable database of existing public education materials and programs.
