About Areas of Concern & Remedial Action Plans

The Clinton River is a designated Area of Concern under the Great Lakes Water Quality Agreement, signed in 1972 by the governments of Canada and the United States. The boundary of the Area of Concern includes the entire Clinton River watershed, the Clinton River spillway, and the coastal area of Lake St. Clair south of the mouth of the Clinton River and spillway, where water quality is affected by flows from the Clinton River.

The Great Lakes Water Quality Agreement, as amended in 1987, directs the Canadian and U.S. governments to cooperate with state and provincial governments to develop and implement Remedial Action Plans (RAPs) for each Area of Concern. The initial Clinton River Remedial Action Plan was completed in 1988; updates were published in 1995 and 2000. These documents are produced primarily by work groups consisting of the Clinton River Public Advisory Council (PAC), other technical experts, and the general public.

Water quality priorities in the Clinton River Remedial Action Plan include elimination of combined sewer overflows and sanitary sewer overflows, nonpoint source pollution control, Superfund waste site and contaminated sediments remediation, spill notification, habitat restoration, and elimination of illicit connections and failing septic systems.

The Public Advisory Council is composed of representatives from the general public, local and county government, business and industry, recreation and sporting groups, and non-profit organizations. The PAC meets quarterly to update and report on progress towards meeting the recommendations of the Remedial Action Plan. The Clinton River Watershed Council provides administrative support to the PAC, and several current and former CRWC board members are members of the PAC.

Current Activities

Development of Restoration Criteria for the Clinton River Area of Concern
The Clinton River Public Advisory Council has received a $32,000 grant from the Michigan Department of Environmental Quality to develop restoration criteria for the Clinton River Area of Concern. These criteria will be used to determine when the Clinton River has recovered to the point that it can be delisted as an Area of Concern. The PAC has convened a technical committee of local and regional experts and stakeholders to help guide this process. The Clinton River Watershed Council is serving as the grant administrator and Environmental Consulting & Technology, Inc. (ECT) is providing technical support. The technical committee convened in January 2005 to review MDEQ’s draft delisting criteria and begin discussing the application of these guidelines to criteria for the Clinton River. ECT is now drafting restoration criteria for the technical committee’s review. The PAC is also currently seeking funding for a full RAP update in 2005.

Federal Funding for Watershed Management Activities & RAP Update
The Oakland County Drain Commissioner’s Office is slated to receive a $675,000 federal appropriation via USEPA in 2005 for work in the Clinton River watershed, including the following tasks: (1) develop a comprehensive watershed information management system to store and organize data from ongoing monitoring programs; (2) create a hydrologic model of the watershed to assist in stormwater management efforts; and (3) update the Clinton River Remedial Action Plan, which has not been updated since 1998. The goals of the project are to enhance the tools and data available to communities in the watershed and more effectively apply efforts and funding for water quality improvements. $185,000 has been appropriated for the RAP update. Work will begin on this project in late 2005.

Contaminated Sediment Assessment
Dr. Linda Schweitzer at Oakland University received $75,000 from USEPA’s Great Lakes National Program Office to conduct a contaminated sediment study of the Clinton River and Lake St. Clair. The study will delineate the nature and extent of contaminants like PCBs, PAHs, and toxic metals in sediments; determine where the contaminants may be piling up in deposition zones (versus being resuspended); determine the feasibility of remediation; and hopefully hone in on historic and current sources of contamination, such as landfills. Originally scheduled for completion in March 2005, the project has been extended to allow time for analysis of samples that were collected by the University outside of the project’s original scope.
